 This is code from a plugin I am building called Plugin Tools. There is
 only one problem : I have to use the get_plugins function and I cannot
 change the function using a plugin. At least I don't think there is a way.
 So I would have to either make a change like this or create a copy of the
 plugins.php which I did but that means any changes made to the plugins.php
 would have to be added and that is a lot of work for a plugin developer.
 It would be a version each time a new version came out. It also would
 require a few other changes with the menus that I am not sure are possible
 from  plugins.  Also that is why I have the option in the options menu.
