  1. removes includes from l10n.php and puts them in wp-settings.php.
  1. defines LANGDIR and PLUGINDIR to remove WP-centric stuff from l10n.php
  1. replaces 'wp-content/plugins' with PLUGINDIR in core while it's at it.
