Comment:

 This ticket hasn't been updated in over a year.

 I haven't actually tested to see if it's fixed, but the uploading code has
 had a major overhaul since then and now uses sanitize_title_with_dashes
 which allows for dashes. (The file mentioned in the patch is even no
 longer part of trunk)

 If this is still a problem, feel free to re-open the ticket.
