Comment:

 Closing WONTFIX, no update in a year.

 ENV: WP trunk r4427

 Although the time in WordPress' admin on my hosted server shows UTC, the
 email it sends are for my "-0800 (PST)". This suggests to that the
 notification emails are configured "below WordPress".

 Possibly, this can be influenced by a parameter to the PHP mail
 functionality used...
