 Yeah, that's drafts. Drafts are a message to the editor to say "don't read
 this stuff yet, it isn't ready". Private posts are in the realms of the
 published, and as such should be visible/editable by the editor.

 If you are a user with publishing capability and can only submit drafts
 for review, how are you to distinguish between "This is ready for
 publishing" and "I'm still working on this"?  That's the niche I see
 private posts filling.
