 The RSSCache class defined in wp-includes/rss-functions.php should provide
 a function to clear the RSS cache.  When doing development of plugins,
 themes, and normal experimentation with new site functionality it is
 sometimes necessary to test changing feeds.  Refreshing the cache manually
 is preferable to setting a short expiry time.
