 I'm not sure how this is done at the moment but as I try to keep a
 production wpmu and a test one, when I duplicate the database, copy some
 files from production to test (wp-config.php, .htaccess, plugins, ...) and
 extract a new tarball, the frontpage always wants me to do the install
 again.

 Maybe a check somewhere in the database (if wp-config.php exists) to check
 if the install has been done would be better.
