  1. Fix call from wp_head.  A slightly better patch than 2701h.diff.

 arnee, I'm not sure of the security implications of allowing arbitrary JS
 injection (albeit from a restricted set of users).

 So -1 to 2701i.diff.  Plugins can register their own dbx-key JS as
 separate files.
