 The dropdowns did not like being part of the radio input's label.  That's
 why they didn't stay down.  So, I moved them outside of the label and
 rephrased along the line of Mark's suggestion.  It now looks a bit like
 Options->Permalinks.  We could probably steal the JS bits from
 Options->Permalink so that clicking one of the dropdowns causes the
 corresponding radio to be selected.
