 Check:

  1. The perms on your wp-db.php file have at least a '4' in the last two
 columns (i.e., they're of the form x44 or higher).
  1. The perms on your wp-includes.php dir at least have a '5' in the last
 two columns (i.e. they're of the form x55)

 To be honest, this is more of a support request, and trac isn't the place
 for them.
