 2.1 (and WPMU, WPCOM) allow translations to provide a locale.php file
 (ar.php for example).  Currently it is used only to specify the text
 direction.  However, we could make it more powerful by loading it at the
 same time as plugins are loaded.  All locale specific code could be put in
 locale.php.
