Comment:

 I've attached an alternative implementation.

 This provides easy access to information about active plugins - all the
 same info as is loaded for all the plugins in the plugins admin page.

 Not fully tested but includes a bug fix and extension of get_plugin_data
 which is moved to wp-includes/plugins from wp-admin/admin-functions.php to
 make it available in wp-settings.
