 Requesting a new filter hook that would allow a plugin to filter which
 comments get displayed on a page or post.

 The default comments template has an array of the comments which are
 looped through to display each comment.  This filter should allow a plugin
 to modify that array.  The primary driver is to remove items from that
 array, but modifying the comments within the array would be a plus.
