 If we're going to do all of this, we might as well move to tables.
 wp_roles holds the roles.  wp_capabilities holds the capabilities.
 wp_user2role maps a user to a role.  wp_role2capability maps a role to a
 capability.  wp_user2capability maps a user to a capability.
