Comment:

 This is because for every channel we setup on Slack, we have to add a
 **Legacy Outgoing webhook** for the channel (via
 https://wordpress.slack.com/marketplace/new/A0F7VRG6Q-outgoing-webhooks),
 such that the Trac Bot works.

 I've added it, and it should now work.

 I believe if we switch from using the legacy webhooks to a proper Slack
 App it could be a lot more seamless. #6116
