 When visiting https://wordpress.org/plugins/developers/ while logged in,
 the "Submission is simple" section still shows "Sign up for an account on
 WordPress.org" as step 1. This feels a bit redundant since the user is
 already signed in (as shown in the top admin bar).

 **Current behavior:** The page always displays all 6 steps, including the
 sign-up step, regardless of whether the user is logged in or not.

 **Suggested improvement:** For logged-in users, step 1 ("Sign up for an
 account") could be hidden, or shown as already completed (e.g., with a
 checkmark or strikethrough), so the flow feels more relevant and
 streamlined. Something like starting directly from "Submit your plugin for
 review" would make more sense for someone who's already signed in.

 This is just a small UX suggestion; feel free to discard it if it doesn't
 make sense or isn't worth the effort. I thought it was worth mentioning
 since other parts of the Plugin Directory (like the upload page) already
 adapt their content based on login state.
