 I also noticed that the **Featured** and **Recommended** filters in the
 plugin directory show the **exact same set of plugins**, despite the note
 under Recommended stating:

 "''These suggestions are based on the plugins you and other users have
 installed.''"

 In practice, this appears to be a pure duplication with **no real benefit
 for users**. I have tested the Recommended section across multiple
 websites, and the plugins displayed do not change at all, regardless of
 existing installs or user activity.

 This suggests that the Recommended filter is not functioning as intended
 and does not provide meaningful personalized suggestions, reducing the
 overall utility of the plugin discovery experience.
