#8167: Openverse weekly update posts publish when no activity occurred

I noticed today that the weekly automatic summary posts on the Make
Openverse blog are published even when there has not been any new
 activity.

When no closed or merged activity is found, no post should be published.

The team also seems to be inactive. Almost every change in the last year
has been related to dependency updates being merged. The posts should
 likely just be disabled.

I’m unsure if this script is used by other make teams, but if so, this
will likely present there as well (there has just been more activity
elsewhere). But could be good to fix this script before disabling it so it
 won’t reoccur if/when it’s turned back on.
