#8111: Closed plugin name still showing in various places

 When plugins are closed, we cease showing the plugins defined name in the
 plugin header, and instead start using the plugin slug instead.

 See [6469] / #2779

 This behaviour is only present within the plugin header, and not the
 `<title>` or `Contributors & Developers` section.

 We should change the logic to cease using the plugin name in all places,
 rather than just the header.
 We might be able to use the `the_title` filter.
