 Sorry, the spam was from my side. Let me explain it straight. Ahrefs is an
 SEO tool. All this spam is only for Ahrefs for basically backlinks. We
 place a link and wait for Ahrefs to crawl it and it shows a link from high
 authorty website (it does not matter whether its nofollow or dofllow). It
 must be from high authorty website to show to the client. That is the
 whole purpose.
 Your channel has more spammers active than you think (try to remove their
 entire IPs) . I understand this system better than anyone here. That 13 MB
 file you saw was only to delay the crawl, nothing more.

 This URL/Trac gets no spam:

  https://themes.trac.wordpress.org/
  Reason: Ahrefs cannot crawl it. (I attached the ScreenShot)

 These get spam:

  https://meta.trac.wordpress.org/
  https://core.trac.wordpress.org/

  Reason: Ahrefs can crawl them. ( I attached the SS)
 If you add two lines in your trac robots.txt and block the Ahrefs crawler,
 the spam will slow down and end within a week because the crawler will
 stop scanning the site and spammer will posting them.
