 To better organize tickets related to the new Notes feature added in WP
 6.9, a new "Notes" component has been created as a sub-component of
 "Comments."

 Looking at the Trac-related Meta code, it seems that
 `make_components_tree()` needs to be updated to define the parent/child
 relationship between the two components.

 A [https://make.wordpress.org/core/components/comments/notes/ new
 component page has been created] and everything there seems to be working
 fine, but there may be a few  additional, less-obvious steps required.
