Comment:

 No, the generally accepted behavior for a link is to open in the same
 window/tab. And if the user wants to open new window, they have the right
 to do so by middle clicking or control clicking, or one of the various
 other ways that you can open the link in a new window/tab. Defaulting to
 opening a regular link in a new window or tab is an anti-pattern.
