 When visiting a plugin page on WordPress.org, navigating to the
 Development tab and clicking on the Translate "PLUGIN NAME" link results
 in a 404 error.

 **Steps to Reproduce:**
 1. Go to the WordPress.org plugin page for any plugin.
 2. Click on the Development tab.
 3. Click on the Translate "PLUGIN NAME" link.
 4. Observe that it leads to a 404 error instead of the expected
 translation page.

 **Expected Result:**
 The link should direct users to the correct translation page for the
 plugin.

 **Actual Result:**
 The link leads to a 404 error page.
