Comment:

 This appears to be an issue with the [https://jetpack.com/support/improve-
 your-wp-admin-password-security-with-account-protection/ Jetpack `Account
 protection` feature].

 I've disabled that function, as it duplicates functionality that
 WordPress.org already had built in.

 I was able to reset my password without running into issues twice, but was
 able to duplicate it on the 3rd attempt. It appears that it primarily
 blocked you if you tried to set a poor password  or one that was included
 in breaches.
