 Hrrmm.. Edited the site in Make network admin and unchecked `Public`.

 That's added `<meta name='robots' content='noindex, nofollow' />` to the
 site, which I think I'm fine with.

 Archiving the site makes it inaccessible to browse publicly. Same marking
 it as deleted.

 Our o2 cross-posting groups things by `public` though, so by marking it as
 not-public means that it won't show as a cross-posting location from
 public o2's, but it WILL show for private sites... private sites don't
 really use cross-posting though, and I can't imagine someone would try to
 crosspost from one of those to a media site...

 Removed all users from posting roles, changed to subscribers. Super-admins
 still have access as expected.

 We might want to look at other options to better handle this kind of
 archive state in future... maybe by making Multisite `Archived` publicly
 viewable but using that to force read-only..
