 Just wanted to jump on this minor-ish point really quickly:

 This is a solution to a different problem. I wouldn't want ratings to
 (ever) be used for feedback about beta/pre-release/early phased rollouts
 of plugin updates ''unless'' reviews **clearly indicate** the version of
 the plugin that they are referring to. Users already leave negative
 reviews that are actually requests for support that they didn't make in
 the support forum.

 I agree that making it easier to review/rate plugins in the WP dash is a
 good idea, but I don't want to conflate that with phased rollouts for
 plugins or a feedback mechanism for early releases of plugins.
