 How do local wp accounts map to forum accounts?
 If the user is blocked on wp.org, how can we block new reviews from a
 local wp account?
 Basically, how does moderation work?

 I'm OK if the user has to link their local wp account to a .org forum
 account, because then it's really the same as if they were putting a
 review directly on .org, isn't i?
