 **Issue:**
 The tooltip is getting cut off or hidden at the top when displayed under
 the WordPress admin bar. This causes usability issues, as important
 information within the tooltip becomes inaccessible.

 **Steps to Reproduce:**
 1. Log in to the WordPress admin dashboard.
 2. Navigate to a page where the tooltip is displayed (for example.
 https://make.wordpress.org/meta/).
 3. Hover over the element that triggers the tooltip near the top of the
 screen.
 4. Observe that the tooltip is partially or fully obscured by the admin
 bar.

 **Expected Behavior:**
 The tooltip should remain fully visible and reposition itself dynamically
 to avoid overlapping with the admin bar.
