 I've been contemplating adding a screen within make.wordpress.org/$team
 /wp-admin/ that lets Admins of the site manage their related badges (View
 users assigned, add, remove).

 I kind of don't want to use the BuddyPress front-end UI for it, as that
 means heavily customising that UI and filtering the caps for users (and
 which users! We don't keep a list of people who should manage this
 anywhere really).. So instead, just rely upon Make wp-admin having the
 access controls managed by the team, and that if a user is trusted to
 alter the P2, they're trusted to manage the badges.
