 Some teams badges are automatically applied based on various activity, but
 it's somewhat common for people to manually request a badge through pages
 such as  https://profiles.wordpress.org/associations/meta-contributor/

 For the majority of teams, this is not wanted, and those requests will
 never be actioned, as no team-reps are admins of the badge groups (#3043 /
 #3026). It's also almost never the correct way to earn a badge.

 In the case of the meta-contributor group above, requests for the last 8
 years have simply never been approved.

 The request form should just be disabled for teams whose badges are
 automated.
