 The Secure Custom Fields plugin's documentation will live in the devhub
 (https://developer.wordpress.org) via markdown ingestion from the
 wordpress/secure-custom-fields github repo's `docs` folder.

 We need to add the init for this new handbook and, once ready, add links
 on the homepage.
