 As a follow up to a [https://make.wordpress.org/core/2024/10/11/proposal-
 make-unit-test-tickets-easier-to-distinguish/ discussion on Make WordPress
 Core], could we please have a `tests` focus added for Core Trac?

 This focus is for tickets with the sole purpose of adding tests. The use
 of a focus allows a component to also be selected that describes what area
 of the code base the tests are responsible for.
