 Jetpack Likes (and all Jetpack settings) are configured on a per-site
 basis, and appear to be enabled on Make/meta, but probably not elsewhere.

 I believe we previously ''intentionally'' had likes disabled, as it
 requires a WordPress.com account to like (and the audience of
 WordPress.org doesn't always have one), but it's been enabled at some
 point on make/meta - which makes it the exception, not the expected.

 I don't think this really required a ticket, nor a change to be made to
 the configuration.
