 I just wanted to update this ticket and say that wordpress.org is finally
 useable again.

 It's been almost impossible to use wordpress.org for the past year. The
 website has been almost completely unusable. It got to the point where I
 started researching migrations to drupal -- because I haven't been able to
 (read-only) browse and find plugins/themes, or (write) ask questions in
 the support forms.

 Finally (since about a week ago), I've haven't been hitting constant 429
 rate limiting errors all over your site.

 So please inform the sysadmin team that whatever they changed, they've
 made great progress on improving this infra bug.

 Further testing is required for Tor Browser.
