 At present the Photo directory is not localised, nor is it available in
 non-english locales.

 For example, https://ko.wordpress.org/photos/ does not exist.

 I don't see any reason it shouldn't be localised, although I would ask how
 many people would likely translate the `Alternative Text` for every photo
 (But that being kept in English is probably OK when a translation isn't
 available)
