 Hello Team,

 I have reviewed **WordPress.org** site and found that the plugin search
 searches plugin while **Search Plugin** field is empty.

 After that, I have reviewed **Theme** & **Pattern** pages and found the
 validation into the search box.

 So, I think that, there should be validation for **Plugin search box**
 like we have on **Theme** & **pattern** pages.
