 On the "Block-Enabled plugins" page
 (https://wordpress.org/plugins/browse/blocks/), the filters "Community"
 and "Commercial" work as expected. However, when the "All" filter is
 selected, it redirects to the main plugins page
 (https://wordpress.org/plugins/) instead of showing all block-enabled
 plugins.

 Steps to Reproduce:
 1. Go to https://wordpress.org/plugins/browse/blocks/.
 2. Select "Community" or "Commercial" to filter plugins.
 3. Try switching to "All" filter.

 **Expected Result:**
 The page should display all block-enabled plugins without leaving the
 block plugins directory.

 **Actual Result:**
 It redirects to the main plugins directory page, losing the block plugins
 context.
