Comment:

 I've implemented this as requested, authors with 1m+ active installs can
 upload up to 10 plugins.

 I've gone with 10 as the maximum, as some limit is surely needed, 2 is too
 low, 5 was my first go-to, but if they can have 5 might as well have 10.

 We can tweak that number down if needed, if this turns out to be too many.

 ~60 users are affected by this, I looked at the next higher counts and 2m+
 is ~30 users, and 5m+ is a dozen. As a result, I feel that 1m+ does seems
 appropriate.
 It's worth noting, that out of the 60, not all are company accounts, I'd
 guess up to 50% appear to be individuals accounts.

 I'm going to close this as fixed, but please re-open with tweaks to the
 numbers if needed.
