 Haven't looked into it yet, but fairly sure you're right, it's when
 there's only an attachment added without any comment, and as pointed out,
 probably with longer filenames that wraps to a second line.

 Yep, I figured as much :) I knew there wasn't any tickets, so here we are!

 The same thing happens directly after a new ticket is submitted and
 attachments are added, the notifications come through multiple times.
