Comment:

 That these plugins call `load_plugin_textdomain()` manually doesn't mean
 anything, because WordPress is first looking for translations in `wp-
 content/languages` anyway, which is where the translations from
 translate.wordpress.org are downloaded. So "their work are never used" is
 simply incorrect.
