 I think this is more about talking to the Themes Team reps (CC: @kafleg
 and @acosmin) about loosening the rules in some instances.

 IIRC, this was a guideline put in place to stop the influx of authors
 submitting themes that were essentially just repeat themes with minor
 changes. And it was also done at time when there was a huge backlog in the
 queue.
