 this would influence scores, but it probably would encourage behavior we
 want (maintaining a good plugin experience).

 Just noting that this idea was raised in #6851 and probably makes sense to
 move forward with discussion of that over there, whether that directly
 influences the scoring (or if a different alg needs to be used, as above)
 I'm unsure.
