#7867: New User Checks: If someone is registering from a WordCamp/Event site,
don't be as aggressive on checks

One of the growing issues with new accounts are people (generally from
WordCamp registration) who actually don't want a forum account and yet the
forum spam checks are causing issues.

This primarily occurs when they use LinkedIn as 'their' URL. There's also
the 'post creation blocking' by robots that hits LinkedIn a LOT.

I have a couple thoughts on how to address this:

 1. If someone is registering from a WordCamp or Event site, we don't
actually care if they used LinkedIn as their URL
 2. If someone has purchased a WordCamp ticket that day, don't BLOCK their
 forum account
 3. Add a dedicated LinkedIn field to help mitigate this matter (heck,
maybe just have a 'connect to Gravatar - this will include your social
media...' kind of thing! It's obvious to us old folks but newbies not so
 much)

Semi related would be ... I assume WordCamps have a way to flag a purchase
as fake. If that's done, their .org account should be flagged/banned.

Tying in the systems will reduce work :)
