 As I noted in [https://github.com/WordPress/wordpress.org/pull/438 PR 438]
 [https://wordpress.org/themes/upload/ the Theme Directory upload theme
 page] doesn't have a good "Upload in progress" submit button state.

 In the older theme, the submit button had some `button[disabled]` styles
 that greyed out the button.[[BR]]
 In the new theme the button doesn't appear to have any state other than
 what you see by default.

 We should add proper state to indicate that the upload is in progress.
 This could be done through changing the text in addition to the style.
