 I believe https://wordpress.org/plugins/plugin-check/ is probably the
 answer here, although it's not 100% up to date with the WordPress.org
 plugin readme parser all the time.

 There's also https://github.com/WordPress/plugin-check-action which runs
 it on GitHub repositories.

 I don't think this is really a blocker, there's API's available on
 WordPress.org that can be used to validate a user exists, and the taxonomy
 checks are minimal.
