 You can be logged into wordpress.org all you want, but your WordPress
 installation is not. Your WordPress installation is its own site and it
 gets information about only itself from the cookies. It cannot access
 WordPress.org's cookies because it's a different site. There is no magic
 way to transfer that information.

 The plugins API runs from the site not from your browser. It does not have
 information from your browser to include into that request unless you
 manually give it to it. And all we need is your username, your favorites
 are public information. They show up in your profile.
