Comment:

 Trac is really not for discussions like this, and there's no specific
 outcomes proposed in the ticket.

 To answer the questions:

 Yes and no. We rely upon WordPress's core functionalities as much as
 possible, we do however have Jetpack SEO toosl enabled, and have code to
 optimise the defaults for various things. We don't have any UI
 functionalities other than what core allows for, intentionally.

 WordPress.org is a WordPress site; and we try to showcase WordPress as
 software as much as possible; it doesn't ''require'' additional plugins
 ''usually''.

 > Existing WordPress content - are the Titles, Excerpts, and Short
 Descriptions for each post optimized

 The metadata is exposed, it's up to the handbook authors to create proper
 content.

 > Future WordPress content - establishing a best practice for SEO

 This comes back to writing again, those who author content need to write
 content appropriate for  search and actually be useful.
