Comment:

 I have noticed that only Plugin Admin (and I presume Plugin Reviewer)
 roles are listed in the dropdown to assign. I would be useful to have
 Admins listed there. The reason for this is that we need some of the
 reviewers to be Admins in order to access the Stream tool.
