New description:

 We could add a checkbox requesting new users to acknowledge they have read
 and agree with the guidelines and with the community Code of Conduct. This
 checkbox would only show the very first time a user posts a new support
 topic, review or reply.

 This was not very practical or realistic in the past because the
 guidelines were just too long but with it would be doable with
 [https://make.wordpress.org/support/2023/08/proposal-for-updated-support-
 guidelines/ the new ones].

 The goal of this checkbox would be not only increase the chances of users
 actually reading the guidelines but **it would also "cover" moderators**
 in those cases when we ban/block someone and they claim they were unaware
 of a given rule or guideline.
