should present themselves to the user when newly installed. My sense is
that this needs to be solved with a combination of things:

 live previews based on Playground.

network or API is unavailable. (This goes beyond Playground: people test
plugins locally and on staging sites; and even in prod network
connectivity may be limited or lost at times)

Whilst graceful handling of missing connections and demo content may work
for some, there is a subset of plugins, small that may be, that the real
value of a demo is in the ability for the user to their own live content.
And example would be say a feed from a closed system via API. For these
plugins a network connection is essential to showcase in context of the
user. ( disclosure, one of my plugins is such and the live demo
connecting to user data is very popular when users evaluate it )

In these cases, hopefully the network issue gets resolved, the github
thread seem it was progressing not a 'no'.

Until networking is resolved an ability to selectively replace the 'Live
Preview' with a 'Try on Demo Site' would be the best solution.
